I believe the system was infinitely variable was it not? t was a bit complicated to learn, but the flaps could be halted at any point in the 'down' hydraulic cycle. So an initial setting of 20 degrees adds quite a bit more drag than should a small deployment (e.g 10 degrees) would. Flaps generally add more lift than drag until they deploy past 15 or 20 degrees.

You should update and test fly the new Hurricane I, sir

. It now has 10°, 30°, 60° and 80° flaps. The 80° setting is mostly extra drag compared to the 60° setting.
The F4F's and F6F flightmodels do not have small angle flap settings available. The reason is that in real life the pilot could only chose "down" or "up". He could not freely select an angle like with the "up-neutral-down" system of the Hurricane or the hand wheel of a Bf 109. The flaps of the Hellcat/Wildcat instead operated based on airspeed when in the "down" setting, with the angle being a result of how fast the airplane was flying (wind force). This can unfortunately not be simulated with the game code, but at least the pilot could not use them similar to "combat flaps" in real life.
