Hmm, I've now tested the Fw 190 of today vs a few updates back. The controls seem to be moving at exactly the same rate as before, so couldn't spot any change. I also tested several other flightmodels and all planes have the rudder move at a similar speed. As such it doesn't seem to be Fw 190 specific. I would guess the control surface movement speeds were decided a very long time ago, having a little bit of sluggishness in order for the planes to not be to jerky in the controls.

In real life, controls become heavier with speed and as they become so, they're travel is both more limited and slower.
What speeds are you flying at? Every airplane has a sweet spot. That said, the part that puzzles me is that you notice it after an update, which implies it was not an issue before. I wonder if something changed in your stick setup with the update? I know several times after an update, the game 'forgot' my settings and left with a default setting for stick sensitivity. One of the many things I learned from Juice is to set all my controls to 100% from zero deflection to full deflection. That requires a lighter touch- which I think you have- and if those stick sets are back to default everything will feel wonky in the way I think you are describing.
Other than that, I have no clue at all. Good puzzle.
